Contract Appeals Board

Purpose

The Procurement Practices Act establishes the Board as the exclusive hearing tribunal for the resolution for all controversies related to District procurement. It determines de novo any protest of a solicitation or award of a contract, or any appeal of contract claims, from the final decision of contracting officers.  Board members must file personal financial disclosure statements.  The Board consists of a chairperson and up to four members who are licensed to practice law in DC, are DC residents experienced in procurement and contract law, appointed by the Mayor as administrative judges in the Career Service with the advice and consent of the Council, and who serve full time.
