National and Community Service

To encourage community service and volunteer participation, develop a comprehensive vision and strategic plan for community service initiative, and serve as the District's liaison between national and other state organizations. Recommend innovative, creative, city-wide service programs to increase volunteer participation in all age groups and community-based problem-solving among diverse participants; and develop and implement centralized clearinghouse to offer information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials and activities. Twenty-five members appointed Mayor on bipartisan basis with not more than 50 percent plus one member from same political party. Shall be balanced by race, ethnicity, age, disability, and gender, and not more than 25 percent shall be DC government employees.

National Capital Planning Commission

To serve as the central planning agency for the federal government in the National Capital Region; do comprehensive planning for the physical development of the national capital and its environs with the participation of appropriate planning agencies; establish administrative procedures for the DC and federal governments related to such planning. Prepare and adopt federal elements of the Comprehensive Plan for the National Capital; make recommendations to the Council on District elements of the plan; review government development proposals; adopt and modify urban renewal plans; forward such plans to the Council for approval; prepare a six year Federal Capital Improvements Program and review of the District's Multi-year Capital Improvements Plan, Permanent System of Highways Plan, proposed street and alley closings and public off-street parking facilities; do "in lieu-of zoning" approval of plans for federal public buildings in DC and for public buildings within the central area of DC; consult with the Council in the preparation of plats, defining areas within which applications for building permits for buildings fronting on certain government properties are required to be submitted to the Commission of Fine Arts; approve transfers of jurisdiction over properties within DC owned by the US or DC. Among federal and DC authorities, approve sale of real estate no longer needed for public purposes that is owned by the US under jurisdiction of the National Park Services and approve exchanges of DC land for abutting land; review all proposed zoning regulations, map changes, and amendments Twelve members: five citizen members, two DC residents, one from Maryland, one from Virginia, and one at-large, with experience in city or regional planning (three appointed by the US President and two by the Mayor) and the following ex-officio members or their designees: US Secretaries of Interior and Defense, Administrator of General Services. Mayor, chairperson of the Council, the chairpersons of the Senate Committee on Governmental Affairs and House Committee Government Reform. The President designates the chairperson.

Notaries Public Board of Review

To review denial or revocation of commissions of notaries public. To receive petitions, hold hearings, and make final determinations. Members must file personal financial disclosure statements. The members are the Corporation Counsel and director of DCRA or their designees, a public member who shall be an attorney, and member of the DC Bar designated by the resident of the DC Bar.

Nursing Board

To regulate registered nurses, practical nurses, and advanced registered nurses in DC, including nurse midwives, nurse anesthetists, and nurse practitioners; advise the Mayor. Evaluate qualifications and administer exams; recommend standards and procedures; issue licenses; receive and review complaints; request investigations; conduct hearings; issue subpoenas; examine witnesses and administer oaths; annual report. Members must file personal financial disclosure statements. Eleven DC residents, including a Chair, appointed by the Mayor with the advice and consent of the Council; seven licensed RNs (of whom one shall be certified in each of the following: nurse-midwifery, nurse-anesthetists, and certified nurse practitioner), two LPNs and two consumers. Professional members must have been engaged in practice for at least 3 years preceding appointment. The consumer members must be at least 18 years old, not be health professionals or in training to become one and may have household member who is involved in providing health care.

Nursing Home Administrators Board

To regulate the practice of nursing home administration in DC; to advise the Mayor; to administer and enforce the Act. To evaluate applicants' qualifications and administer exams; recommend standards and procedures; issue licenses; receive and review complaints; request investigations; conduct hearings; issue subpoenas. Five DC residents, including a Chair, appointed by the Mayor with the advice and consent of the Council: two licensed nursing home administrators, 1 teacher of nursing home administration, one licensed physician or osteopath, who has a demonstrated interest in long term care, and one consumer. Professional members must have been engaged in practice for at least 3 years preceding appointment. The consumer member must be at least 18 years old, not be a health professional or in training to become one, may have no household health professional or be in training to become one, and may have no household member who is involved directly or indirectly in providing health care.
