Real Estate Board

To assist in licensing and maintaining records. Establish standards and carry out other duties with regard to real estate broker associates, real estate brokers, salespersons, property managers and resident managers. Members must file personal financial disclosure statements. Seven members, who are and have been DC residents for at least for one year, appointed by the Mayor with the advice and consent of the Council: two real estate brokers, one real estate salesperson and one certified property manager (all actively engaged in practice for not less than 5 years preceding appointment and throughout their service on the Commission); one consumer, who shall not have been actively engaged in, or closely connected to, the business or vocation of real estate within 5 years preceding appointment; one attorney, who has been actively engaged in the practice of law in DC for not less than 1 year preceding appointment; and one DC government employee. The Mayor appoints one member to serve as chairperson. Members must file personal financial disclosure statements.

Real Property Assessments and Appeals Board

To review real property assessment appeals. To sit in panels of three members to hear and make decisions on appeals from taxpayers. Members must file personal financial disclosure statements. Eighteen DC residents appointed by the Mayor with the advice and consent of the Council. Members shall be persons having knowledge of the valuation of property, real estate transactions, building costs, accounting, finance, and/or statistics. The Mayor names one member as chairperson.

Recreation Assistance Board

Provide resources and expertise on matters relating to the mission of the Department of Recreation, fundraising assistance, marketing of programs, and recommendations on the expenditure and growth of the Recreation Enterprise Fund. Provide guidelines on methods of developing and improving recreation programs; conduct public meetings; promote public awareness of recreation programs; and assist on other issues relating the general purpose of the Department of Recreation; and liaison with existing recreation Council Community Management Committees and other focus groups relative to issues associated with the act. Nine members appointed by the Mayor with the advice and consent of the Council of the District of Columbia: two members from the corporate or business sector; two District of Columbia; two District residents with a demonstrated interest in recreation activities, one of whom is an advocate for youth issues; one representative of the Board of Education; one representative of therapeutic or senior citizens; the Executive Director of the Sports Commission and the Director of the Department of Recreation and Parks or his/her designee who shall serve as Secretary of the Board.

Recreational Trails Advisory Committee, DC

To advise the Mayor on trail planning and allocating funds for trail improvement projects from funding allocations made by the Federal Highway Administration's (FHWA) National Recreational Trail Fund Act. Review utilization of allocated monies by states; establish and review criteria for trail-side and trail-head facilities that qualify for funding under this part; and present to the Mayor an annual report on its activities. Seven members including chairperson and vice-chairperson who shall serve at the pleasure of the Mayor. They are recommended by recreational trail user organizations, one each representing hiking, off-highway motorcycling, and bicycling.

Redevelopment Land Agency Board

To complete urban renewal projects funded under Title 1, Housing Act of 1949; to develop blighted territory in DC and prevent, reduce, or eliminate factors that cause blight. To select developers to purchase or lease RLA-owned properties; approve financial transactions relating to borrowing for operations. Members file personal financial disclosure statements. Five members appointed by the Mayor with the advice and consent of the Council. No more than two members may be officers of the DC government and any member appointed as a DC government officer shall vacate his/her seat if he/she leaves that job. The Mayor names one member as chairperson.

Rental Housing Commission

To issue, amend, and rescind rules and regulations for the administration of the Act; decide appeals from decisions of the Rent Administrator; certify and publish the annual adjustment of general applicability in the rent ceiling for rental units. Three DC residents who are attorneys admitted to practice before the DC Court of Appeals, appointed by the Mayor with advice and consent of the Council. No member shall be a housing provider or tenant. The Mayor selects one member as chairperson. Members must file personal financial disclosure statements.

Respiratory Care, Board of

To regulate the practice of respiratory care in DC; to advise the Mayor; and to administer and enforce the Act. Evaluate applicants' qualifications and administer examinations; recommend standards and procedures; issue licenses; and make reports. Members must file personal financial disclosure statements. Five members appointed by the Mayor and approved by Council. Three shall be respiratory therapists licensed in District, one shall be a physician with knowledge and experience in the practice of respiratory care; and one shall be a consumer member.

Retirement Board

To manage and control the retirement funds for District police officers, firefighters, teachers, and judges. To promulgate rules and regulations; issue directives for administration and transaction of business and control of funds; engage services of investment counsel(s); and appoint staff. . Members must file personal financial disclosure statements. Thirteen members: three appointed by the Mayor, at least two of whom shall have professional experience in banking, insurance of the investment industry; three appointed by Council; one retired judge appointed by the joint committee on judicial administration, and six members elected by their peers (one retired and one present member or officer from the Metropolitan Police Dept., the DC Fire Dept. and the DC Public Schools). No member may be a candidate for elective office or have a personal interest in any transaction involving the funds. A representative of the Offices of Budget of Financial Management is a non-voting member. The board elects its own chairperson annually.
