Accountancy Board 442-4320
To promote dependability of the information used for guidance in financial transaction or accounting for assessing the status or performance of commercial and non-commercial enterprises; prescribe and assess the qualification of accountants. To promulgate rules and regulations; establish standards for professional liability insurance and prescribe liability for torts; issue, revoke, suspend, or refuse certificate, permits, or registration; and hold hearings. Members must file personal financial disclosure statements. Five members appointed by the Mayor: one registered public accountant, one non-accountant to represent consumers, and three certified public accountants who hold valid permits and have engaged in the practice of accountancy as CPAs in the District for not less than five years at the time of appointment. The Mayor appoints one member as a chairperson.
Acupuncture Advisory Committee Yvonne Crawford, 442-4776
To advise on the registration and licensure of acupuncturists in the District of Columbia; to advise the Mayor; to administer and enforce the Act. Evaluate applicants' qualifications and administer exams; determine qualifications to practice specialties, recommend standards and procedures; issue licenses, receive and review complaints; request investigations; conduct hearings, issue subpoenas, examine witnesses, administer oaths, and issue annual report. Members must file personal financial disclosure statements. Three members, who must be DC residents at the time of appointment and throughout their service, appointed by the Mayor: one licensed physician trained and experienced in acupuncture, one licensed non-physician acupuncturist, and the Department of Health or his/her designee.
Aging Commission E. Veronica Pace, 724-5622
To advise on and advocate for the views and needs of the aged. Review state plan for older Americans, hold public hearings, review local and federal legislation, nominate candidates for director of the Office of Aging; issue an annual report. Fifteen public members, who are DC residents, are appointed by the Mayor with advice and consent of the Council. At least half of the members shall be consumers of services under the program, including low-income and minority older persons. Consideration is given to geographic distribution, representation from organizations of older persons, agencies concerned with aged and public members who have given evidence of dedication to the needs of the aged. At least eight members shall be 60 years of age or older. A council member and seven ex-officio representatives of DC government agencies are nonvoting members.

To acquire National and Dulles airports with the concurrence of the Mayor and council; to operate, maintain, improve, promote and protect the airports for public purposes. Adopt and amend by laws and regulations; appoint advisory committees; issue and refund revenue bonds; borrow money; fix and collect fees: acquire and dispose of real and personal property; hire employees and agents; sue and be sued; construct or permit construction of appropriate facilities; enter into contracts; receive payments, appropriations, grants, gifts, loans, advances and other funds; establish a foreign trade zone; exercise the right of eminent domain in Virginia; and prepare an annual audit. Members are not personally liable. DC members must file personal financial statements. Consists of 13 members: three appointed by the Mayor with advice and consent of the Council, five appointed by the Governor of Virginia, two by the Governor of Maryland, and three by the US President. Members may not hold elective or appointed public office. All members except the Presidential appointee are required to live in the Washington Standard Metropolitan Statistical Area. A chairperson and other officers are elected annually.
Airports Advisory Committee Margaret Bishop, (703) 417-8383
To advise the Board of Directors of the Metropolitan Washington Airports Authority on issues that directly affect residents of the Metropolitan Washington region resulting from the delivery of aviation services at both Washington National and Washington Dulles International Airports. Transmit reports at scheduled meetings of the Board of Directors at which the Advisory Committee Report is an agenda item, or at any time in writing through the Office of External Affairs, and ask to schedule presentations to appropriate standing committees of the Board of Directors. Twenty members: six appointed by the Mayor, 10 from the Commonwealth of Virginia, and four from the State of Maryland.
Alcoholic Beverage Control Board Maria Delaney, 442-4353
To enforce and implement the DC Alcoholic Beverage Control Act. Control manufacture, sale, offering for sale, solicitation of orders for sale, importation, exportation and transportation of alcoholic beverages in DC, and the issuance, denial, transfer, suspension and revocation of license and permits. Members must file personal financial disclosure statements. Seven members appointed by the Mayor with the advice and consent of the Council. All members must be US citizens and District residents for at least three years preceding appointment and can have claimed residence nowhere else during that period. Members may not be full-time employees of the DC government. The Mayor appoints one member as chairperson.
Appraisers, Board of 442-4340
To grant, suspend and revoke licenses, and conduct hearings. Administer and enforce provisions of law relating to the practice of real estate appraising; evaluate qualifications and credentials of applicants for licensure and certification; approve or disapprove applications for licensure; establish examinations criteria, administer or oversee the administration of examinations, issue subpoenas, examine witnesses and administer oaths; receive complaints and review allegations; conduct hearings; define continuing education requirements; initiate disciplinary actions. Members must file personal financial disclosure statement. Five members: four real estate appraisers and one consumer member who are DC residents appointed by the Mayor with advice and consent of the Council. Appraiser members first appointed must be members in good standing with a nationally recognized real estate appraisal organization for five consecutive years or have five years of documented experience as a real estate appraiser in DC. Subsequent real estate appraisal members must have been licensed or certified and engaged in the practice of real estate appraising for three years preceding appointment. The consumer member must not share a residence with, or be related to, an individual who is engaged in the practice of real estate appraising or who is licensed or certified or in training to become a real estate appraiser in the District.
Apprenticeship Council Lewis Brown, 724-7246
To assist in formulating apprenticeship policy for the District of Columbia. Establish rules and regulations, issue certificates; approves standards for apprenticeship programs; approve joint trade committees; formulate apprenticeship policies; hold hearings, de-register apprenticeship programs not in compliance. Eleven members: nine members are appointed by the Mayor with the advice and consent of the Council, including three employee representatives, three employer representatives and three public members and the Mayor and Superintendent of Public Schools or their designees. The Mayor appoints the chairperson.
Architecture and Interior Designers, Board of 442-4320
To revise the laws of the District of Columbia relating to the licensure of architects and regulation of the practice of architecture. Advise, administer examinations, hold hearings, prepare roster of licensed architects, and issue annual report. Members must file personal financial disclosure statement. Five DC residents appointed by the Mayor, four shall be architects and one shall be a consumer number.
Arts and Humanities, Commission on Lionell Thomas, 724-5613
To act concerning needs of DC residents for activities in the arts and humanities; encourage the development and improvement of such activities. Formulate an annual plan; serve as state agency for the National Foundation on Arts and Humanities Act make grants; accept gifts; appoint advisory panels; adopt policies on grant reviews; appoint an executive director; and establish procedures to guard against conflicts of interest. Members must file personal financial disclosure statements. Eighteen members appointed by the Mayor with the advice and consent of the Council. Members must have displayed an interest or ability in the arts or humanities in DC. Appointments ensure representation of all the geographic areas and neighborhoods in DC. The Mayor appoints one member as chairperson.
Asian and Pacific Islander Affairs, Office on Soohyun Koo, 727-3120
To advise the Mayor and advocate for the interests of the Asian and Pacific Islander communities in the District. Advise on government policies and programs; advise and assist in developing mechanism and structures in government to respond to the communities' needs; serve as liaison to private organizations in the communities; promote public awareness of government programs; issue annual report. At least 15 members appointed by the Mayor. Members must be DC residents and reflect the demographic, geographic and ethnic diversity of the communities. The Mayor appoints one member as chairperson and may appoint government representatives.
