Cable Television Advisory Committee

To assist and advise the Office of the Cable Television and Telecommunications on the development, regulation, and design of cable television systems in the district which will serve the public interest. Advise the Office in the general oversight of cable television operation, assess cable needs of the community and recommend policy changes; and educate its members about technology such as fiber optics, interdiction and design, programming trends, community access and competing technologies. Thirteen members, including six as follows: two representatives of the Council, one from the Consortium of Universities, one from DPW, and one from the of Assistant City Administrator for Economic Development selected by the Mayor, one member of the School Board, and one member of the Board of Directors of Public Access Corporation. The other six members shall be selected by an appointment process established by the Mayor: one registered engineer with appropriate expertise, one representative from local religious community, one DC senior citizen, two concerned DC citizens with appropriate technological expertise, and one representative from any of the ANCs.

Chesapeake and Ohio Canal National Historical Park Commission

To advise the Secretary of the Interior on matters relating to the Chesapeake and Ohio Canal. The US Secretary of the Interior appoints 19 members, two of whom the Mayor recommends.

Chesapeake Bay Citizens Advisory Committee

To provide advice and counsel, from a citizens viewpoint, on the implementation phase of the Chesapeake Bay Program to the Chesapeake Executive Council. Provide collective input on all aspects of the restoration to gain public input and support for Bay Program initiatives; to serve as a special communication link with the stakeholder communities represented by individual CAC members; and to participate with and contribute to the work of the Chesapeake Bay Program committees and subcommittees. Twenty members; 16 Gubernatorial/Mayoral appointees, and nine at-large members appointed by the Board of Directors of the Alliance for the Chesapeake Bay.

Chesapeake Bay Science and Tech. Advancement

To assist the Chesapeake Bay Program Implementation Committee. Serve on work groups which convene between meetings. Five of the committee members are DC residents who have appropriate expertise, appointed by the Mayor.

Child Abuse and Neglect Advisory Committee

To bring together agencies and persons whose objectives are to ensure that every child is guaranteed the minimum standards of care of protection and maximum development, and to advise the Mayor. To identify services for neglected and abused children; coordinate and improve services for those children; provide information to the community; analyze existing and proposed laws and recommend necessary changes; receive information on grant proposal; advise on standards; advise on development of resources; develop and revise agreements; issue annual report; analyze public and private resources and recommend changes in funding levels; and serve as a multidisciplinary task force for the Children's Justice Act grant. At least 21 members appointed by the Mayor, including child advocates, health professionals, individuals experiencing in working with children with disabilities and government agencies.

Child Fatality Review Committee

To reduce the number of children who die from preventable causes attributable to child abuse and/or neglect. Establish protocols governing its overall operation and the activities and operation of the Review Teams. Members are appointed by the Mayor; eight public members from the community not DC employees, two school of social works from colleges/universities in DC, one physician from each DC hospital, either from child Protective Services or Pediatric Services Department, and the Consortium; of Child Welfare or a private child welfare program. Ex-officio members include the head of designee from 16 agencies/ institution /committees.

Child Support Guidelines Committee

To study and make recommendations on the child support guidelines to the Council of the District of Columbia. Annually review and update data on poverty levels used in multiple family determinations; review economic data and data on the functioning of the guideline; hold public hearings annually; formally review guideline; and vote on proposed changes not less than once every 4 years. Fourteen members and a chairperson: five members appointed by Mayor, one ex-officio member representing Corporation Counsel, one ex-officio member representing the Child Support Division of the Department of Human Services, three members of the DC Bar who are recognized experts in the fields of family law, appointed with advice and consent of the Council; five members appointed by the Chief Judge of the DC Superior Court; two members appointed by the Chairperson of the Committee on the Judiciary, two members appointed by the Chairperson of the Committee on Human Services.

Chiropractic Board of

To give licensure examinations to Doctors of Chiropractic. Enforce the District rules and regulations governing practice guidelines. Five members, three Chiropractic physicians; one medical physician from the Office of Public Health, and one consumer member.

Condemnation of Unsanitary Buildings

To examine the sanitary condition of buildings in the District. Determine which buildings are in unsanitary condition as to endanger the lives or health of the occupants thereof or of persons living in the vicinity and, upon completion of an investigation by the board of the premises in question, to issue appropriate orders of condemnation requiring the demolition of the building, in accordance with the provisions of Public Law 681, 83rd Congress. Six members: two representatives from the department of Consumer and Regulatory Affairs, the director or his/her designee shall serve as chairperson; one representative from the department of Administrative Services; two representatives from the Department of Public Works and one representative from the Department of Housing and Community Development.

Contract Appeals Board

The Procurement Practices Act establishes the Board as the exclusive hearing tribunal for the resolution for all controversies related to District procurement. It determines de novo any protest of a solicitation or award of a contract, or any appeal of contract claims, from the final decision of contracting officers.  Board members must file personal financial disclosure statements.  The Board consists of a chairperson and up to four members who are licensed to practice law in DC, are DC residents experienced in procurement and contract law, appointed by the Mayor as administrative judges in the Career Service with the advice and consent of the Council, and who serve full time.

Convention Center Advisory Committee

To advise the Convention Center Authority on any issues related to the building of the new Convention Center. Advise the Authority on the development of design guidelines ensuring the new center is consistent with the surrounding neighborhood and historic preservation; the needs of the community; parking issues, transportation issues; pedestrian movement issues, economic development spin-off opportunities; participation by local, small and disadvantaged businesses, and the development of environmental guidelines. Nineteen members, who should have expertise in architecture, urban design, economic development, planning, law, transportation, affirmative action, or local community issues. Three appointed by the Mayor from the community; one appointed by ANC 2F and one by ANC 2C-1 the Council Chair, Economic Development Committee Chair and Ward 2 Council member, or their representatives, two appointees each by the Council Chair and Economic Development Committee Chair; four appointed by Ward 2 Council members one representatives of the Metropolitan Washington Council, AFL--CIO.

Convention Center Board of Directors

To govern the Convention Center Authority which shall directly, or under contract, acquire, construct, equip, maintain and operate the new convention center. Develop policies for the management, maintenance and operation of the existing convention center and the new center; select and employ a General Manager and Board staff; prepare annual operating budgets and a multiyear financial plan for the Authority; and submit final financial requirements and a feasibility analysis for a construction of the new convention center. Nine members: seven public members; one shall be from hospitality industry, one from organized labor and the remaining five shall have expertise in municipal finance, business finance, economic development, construction, or tourism; the chief financial officer and the Director of Tourism and Promotions shall serve as ex officio voting members. No more than two public members shall be appointed from any one ward of the District.
